Generally, yes!
Unless your suitcase is made of metal (which is unlikely for normal suitcases, but not unheard of for equipment cases!), the Scout Travel will operate just fine from within a suitcase. If the Scout was enclosed in some sort of metal case, this would likely affect the Bluetooth signal of the device.
